While this is certainly possible, w3af's windows installer does "almost the same thing" but with a nice installer. If I don't recall incorrectly, the windows installer for w3af bundles python with all packages installed, and also some installers for the packages which require a DLL installation outside from the w3af\python2.7\ directory. Creating an installer which uses cygwin would (potentially, would have to analyze it further) take more time to update the pre-existing installer.
