While this is certainly possible, w3af's windows installer does
"almost the same thing" but with a nice installer. If I don't recall
incorrectly, the windows installer for w3af bundles python with all
packages installed, and also some installers for the packages which
require a DLL installation outside from the w3af\python2.7\ directory.
Creating an installer which uses cygwin would (potentially, would have
to analyze it further) take more time to update the pre-existing
installer.

The bad thing is that the windows installer is awfully outdated.

Which dependencies are hard to install? Not even sure if this makes
sense but... do you have "pip" installed in your windows and are using
"pip install package" ?
