Lots of wildlife parking and hunting areas require the sticker. And...
you don't have to be fishing or hunting to get popped.
I rec'd at rather expensive ticket a year ago in Feb. when I was bird
watching with my wife on the Skagit flats - that's a story in itself - I
had the conservation sticker, but it was not posted in my window.
Apparently stupidity is no excuse - result was a fine.
One of the things I had heard was that the conservation sticker is one
way to get the other users to start paying for the sites.

You need only two tools.
WD-40 and duct tape.
If it doesn't move and it should, use WD-40.
If it moves and shouldn't, use the tape.
