I think the book you are looking for is the Washington State Recreation
Guide. This is (was) published for the Interagency Committee for Outdoor
Recreation. It breaks the state down into 8 regions and lists and shows on
regional maps most federal, state and local government recreational lands
and their functions for recreational purposes. It is a great book! Good
luck in finding it any more. The last time I saw it, it was relegated to
boxes containing them for a penny a piece. The ISBN is 0-941368-02-5.
FYI however, information on locations of public beaches is really lacking in
this booklet.
