A couple WDFW officers stopped by Rocky Ford Creek early this year while I
happened to be there.  They gave tickets to a number of anglers for having
barbs on their hooks, not having licenses, using lead on their leaders, etc.
When my buddies and I asked them about the flyfishing only regs (since the
wording is not very explicit on the use of multiple flies) they pointed out
that the verbage reads "...only the following tackle:  A FLY with a single
barbless hook..." meaning only one fly (a fly) can be used in flyfishing
only waters.  They did not, however, give tickets to people using droppers -
which would have been a great number of the anglers at the Ford, myself
included, since they said that the restriction to a single fly was so
obscure in the regulations.  I was certainly surprised to learn about it and
it was my first issue with lack of clarity int the sport fishing rules.

Sink tip lines are not in violation since the verbage is "...weight ATTACHED
to the leader or line..." whereas sinktip and other sinking lines CONTAIN
the weight.  I expect that Rio interchangeable tip systems are also fine
(but I am not an attorney, so don't quote me on that ;-)

The Selective Gear Rules definition reads "Only unscented artificial flies
or lures with one barbless single hook are allowed..." - note FLIES and
LURES - so multiple flies and lures are allowed as long as each only has one
barbless single hook... so droppers are fine, as is adding weight to leader
or line.

The WDFW rules could certainly use some work - agreed.
