Whether or not to overline your rod is a tricky question and one that 
depends on your rod, casting style and personal preference.

IMHO, overlining has the effect of slowing down a rod's action. That 
is, a 'fast' rod that is overlined by one or two weights will become 
a 'slower' rod, and thus easier to cast for a beginner to average 
caster. Conversely, underlining a 'slow' rod will have the effect of 
making it feel like a faster one.

Rod length and the type of flies you're slinging also have a bearing. 
For instance, I switched from a 9 foot to a 10 foot 4 wt rod this 
year. With its thicker butt section, the longer rod was quite 
difficult to cast using my old 4 wt line, but overlining it to a 5 wt 
made it much more controllable.

For me, casting big streamers or weighted flies works best with a 
more open loop, which I get with a slower action. My 5 wt T&T is a 
real rocket of a rod with a 5 wt floating line and dry flies. But for 
big weighted flies, I use a 6 or even a 7 wt line making it much 
easier to cast and control.

Whatever weight you choose, you'll love the Wulff Triangle Taper 
line. I just noticed that they now make it in a clear intermediate as 
well.
