Howdy Dan,     I lived on the south end of Lake Havasu and in Havasu City for several years. We used to catch a lot of school stripers that were busting shad on the surface with silver crank baits. I never fly fished for them but I can see no reason they can't be taken by stripping some type of shad looking fly thru the school. Also I think Leland's popper will catch them the same way. I've caught lots of largemouth's by fishing bass poppers along the shore line next to the brush. Flies like wooly buggers will work too. I like purple, black, and motor oil. The bunny flies that Don Johnson ties with the furled stinger should work also.    If you also fish with gear a 1/8 oz. jig head with a 4" purple twister tail cast toward the brush will catch bass and crappie in the spring. I know for a fact there are 3lb crappie in that lake.
