Andy, I don't know if you will find all three of your requirements: low price, quality and color selection in one place. If you do please let me know.
Here are a couple of options that I'm aware of. However, neither of them are cheap: In the US, you can try Rene Harrop. His color selection is limited, but he has more than just natural. At a show, we did a direct comparison to Marc Petitjean's CDC and FlyFishingCDC's. FlyFishingCDC's product is higher quality and the pricing better than Marc's. Every feather in the bag is usable.
