A buddy of mine is the project manager for the river widening. Nope, these days, just do the right kind of things, and one can get a permit. And the COE is not the scary bunch they used to be, they are doing more habitat development than they ever have these days. And the way habitat dollars are, any body doing it is doing a good thing. And trust me, the river widening probably had a strong habitat building requirement.
