Josh, I think it's a good idea. Something similar to what you have in mind was done by Dave Vedder in "Fishing Holes" magazine, titled - "When and Where to Fish in 1995" Nov/Dec issue of 1994, pages 6-11. The article was not written exclusively for fly fishing, but it mentions many Washington fly fishing lakes and streams and, month by month, tells when to fish them. If you can get your hands on an old copy I'm sure it would help you get started.
