I've used a little lacquer thinner and don't recall it marring the finish. But try it on an inconspicuous area first, but I know that's hard to do on a flyrod. Do you have a section from a broken rod or one you don't care so much about?

You need to do it while it is wet. A spatula is the recommended way to move
the epoxy back onto the wrap. I prefer to make 2 light coats of epoxy, not
worrying about final finish. It always turns out right.

Don't sweat the overage on a handmade rod. View it as the decor of a
personally handmade rod.
