Sherlock suggests a folder of MS Preference Panels in the System
Folder and one of IE5 Preference Panels in the OS9 Applications
Folder.
I don't really understand what Preference Panels are.

Sponsored Edition. Sometimes possibly IE 5 might be open too.
Do you have any other software installed (like Fruit Menu, or any
other Preference Panels?)
Eudora 5.1.1 has been working pretty reliably for me in sponsored
mode for some time.
