One thing to check is that you have the country setting right for your modem. Assuming you're using OS X, go the the network settings pane and select your modem from the drop down menu. Then go to the modem tab and ensure the country is set to Australia. It may be that, if the country is not set to Australia, your modem doesn't recognise the ring tone as it is different from country to country.
