going to need 64Mb to use 9.2 comfortably, and I'm not

Not quite..... you need a G3 to go beyond 9.1. As the
1400 uses a 603, its not possible without putting an an
expensive G3 accelerator or using some 'patches'. Nobody
sells 1400 ram cards new anybody, so start scouting the
newsgroups (ie aus.computers.mac) and ebay to find some.
Or maybe Other World Computing in the US. Good luck!
Personally, I would stick with 8.6. Its reasonably
stable when setup with the latest patches, and doesn't
suck as much computing resources as 9 :-)
Question 2 : If so - Is it possible to use the PC Card
slot on the
1400cs for an PC Card type Airport Card
If you can get around the aerial issues (and I have no
experience here with PC-type cards) you still have
Question 1 to deal with.
From memory the PC card slot on the iBook is Type 1,
where most cards are type 2 and 3. I think the Farallon
or Orinocco cards were compatible. There is some
shareware on versiontracker that does allow a variety of
cards to work on 8.6 and 9. For some reason I cannot find
the exact software, but a search for 'Airport' and
'Wireless' in VT MacOS section will reveal a number of
drivers for various cards.
Be aware also that PC cards tend to suck battery power.
So unless you have a number of batteries for the 1400,
you are not going to have a long session surfing the web!
My advice - check out ebay and a number of the second hand
resellers around the place. 1st generation iBooks are
going for a song now, as most schools' leases have
finished and have offloaded to get new ones. Much better
battery life, a genuine G3, an active matrix screen, and
an Airport card slot. Sell the 1400 and the money saved
from buying a wirless card can go into a better laptop :-)
