Depends what text you're talking about.

If you only want to change the size of file and folder names in the
Finder, then there's an option under "View -> Show View Options" that
lets you change it, both globally and on a per-folder basis.

If you want to change most of the system text though -- like that in menus,
window titles, dialogs, and so on -- Tinkertool seems to do it:
