Try ssh'ing in from another machine - patience is a virtue, the CPU is
occupied! - and killing off first the prebinding process, then
loginwindow.app, and then SystemUIServer.app. The GUI will be restarted,
and it will kill any apps you were running, but it is kinder to the
filesystem than a hardware reset.

A little drastic, but in that state there simply isn't much of a way to
interact with GUI applications.
