Hi Lloyd

Check on the side of it as some of the hubs have Self Powered and Bus
Powered modes. 
If all the USB devices plugged into it are self powered, ie they all are
items that have their own Power (eg printers, some scanners) then you can
use it Self Powered Mode (hub doesn't need to be plugged in). But if you use
it with things bus powered, ie items that require power from the computer
(things like Thumb Drives, USB Floppy Drive, some scanners) then it needs to
have the Power Supply plugged in.
It's all to do with the amount of power that the computer and hub supply and
how much USB power each item needs.
This is why sometimes you get the "this device doesn't have enough power to
run item x" if you plug things into the USB Port on a Keyboard. It doesn't
draw enough power.
