You are correct, it sounds as though CUPS has closed down. This seems a bit peculiar and confusing, although there is probably a diagnostic message recorded somewhere. Have you tried the simple approach: have you rebooted? CUPS should be started fresh as part of the boot process. (Alternatively, you can just run /usr/sbin/cupsd from the root command-line.)
