Someone was asking awhile back about iPhoto Buddy. FYI this update
version is compatible with Tiger.

Product Description:
Photo Buddy is a small utility that allows you to use more than one
photo Library with Apple's iPhoto as well as with it's companion
programs, iMovie and iDVD. The advantages of splitting your One Huge
Photo Library into multiple, smaller ones include improved iPhoto
performance, increased flexibility in organizing your digital photo
collection, and a consistency with most other Mac applications that
allow their respective data to be store in as many files (documents)
as you like.
iPhoto Buddy uses a simple, streamlined interface that was inspired
by iPhoto itself. Anyone that has used iPhoto will immediately feel
right at home using iPhoto Buddy. It truly is a companion
application--a real buddy!
What's new in this version:
Added support for OS X 10.4 (Tiger).
New preference added to optionally prevent iPhoto from changing the
selected Library to be used with iMovie/iDVD.
If a password protected Library is registered when iPhoto Buddy is
quit, Buddy registers the default Library instead. This prevents
password protected Libraries from being subsequently opened in iPhoto
(or iMovie/iDVD) via theFinder.
Bug fix: holding down the Command Key no longer changes the Launch
Button icon incorrectly.
"Not Found" Libraries are no longer incorrectly identified as empty
folders.
