I was just wondering if this seems slightly suspect (I know fake
bank emails have a similar kind of content) or if it's kosher.

If you're ever worried about the veracity of such e-mails, open up
your browser and type in the url of e-bay or pay pal or your bank and
log in normally. Do *not* use the URL sent to you in the email (as it
may take you to a phishing site where they'll capture your
login/password information).
If the matter's important, your account will warn you that you need
to read new terms and conditions, or contact eBay management or
whatever.
