I'm assuming the powerbook should be getting it's IP address from the Airport by using DHCP.
However it sounds like this isn't working too good.

You could try a manual IP address.

When the connection is functioning go to System Preferences>Network>Show: Network Status. It should list Airport(or similar) with a green dot beside it. Record the IP address shown there.

Now double click that listing to go to it's settings.
"Configure IPv4:" should be set to Using DHCP.
Change "Configure IPv4:" to Using DHCP with manual address.
Now enter the IP address you recorded earlier.

If this helps but not cures you might try setting it all manually.
Your ISP can give you the DNS settings you'll need to do that.
They may even help you change them, you never can tell ;)

This of course *should* not be necessary and may not even strike at the cause, but hopefully it helps some.
