I have my 2 G4 laptops on Tiger but keeping the G3 iBook and my UWA work G4 tower on 10.3 for the moment.

Almost all of the people I support who have gone to Tiger (mostly by virtue of getting new machines) either haven't noticed and have no complaints or have noticed things like spotlight and love it.

A very small minority have had their new machines taken back to 10.3 because 10.4 broke some very important applications that they use (SPSS for example)

We decided to go back to Panther and wait a while.
It broke a couple of things I like so I woosed out. I am probably a bit too fussy. Mind you it added some really great stuff so I'll definately go there to stay next time ;)
