I had trouble using it after updating to Tiger but if you find the email with the .ics attachment and go to View>Message>Previous Alternative the attachment will become available. You'll still have to click on it and configure your own card in your address book but at least it will work.
Hopefully Apple will fix this soon. Ruben A. Franke
