WMV (ie Windows Media Viewer) files can be opened with Microsoft's
Windows Media Player:

Or, VLC will open pretty much anything (including WMVs):

If you find that WMV files don't play anywhere near as well as other
forms of video clip, then... you're absolutely right. They tend to
be crap.
