Flip4Mac will allow Quicktime Pro do as you prescribe and if you own
FCP allow to edit and fix poor quality sort-of then export as required.
WMV is a compressed windows file format so no data to work with, I
find it a very poor codec to try and retrieve from and going to DV a
waste of time, as I doubt you will get the quality. Depends of course
of what you are trying to achieve.
The best way I have found to deal with encoded files is to play them
on screen of machine and record them to relevant file format with
Snapz Pro X from Ambrosia Software. Demo available they also do
WireTap Pro for audio.

Their is always the option of original DV tape, or using a Windows
machine to try and retrieve, although on my attempts at this, one in
three comes up slightly better than on Mac.
