Does anyone know of any good software for turning .mov or dvstream into WMV?

Flip4Mac will allow Quicktime Pro do as you prescribe and if you own FCP allow to edit and fix poor quality sort-of then export as required.

WMV is a compressed windows file format so no data to work with, I find it a very poor codec to try and retrieve from and going to DV a waste of time, as I doubt you will get the quality. Depends of course of what you are trying to achieve.

The best way I have found to deal with encoded files is to play them on screen of machine and record them to relevant file format with Snapz Pro X from Ambrosia Software. Demo available they also do WireTap Pro for audio.

Their is always the option of original DV tape, or using a Windows machine to try and retrieve, although on my attempts at this, one in three comes up slightly better than on Mac.
