Are you using Panther or Tiger, and are you using an IMAP or POP account?

There is no such thing as an e-mail attachment -- it's just a
convenient illusion. With POP messages, Apple Mail tends to  store
mail messages in their "original, encoded format" (i.e., in the exact
format in which they arrived). This means that the attachment illusion
has not yet occurred. That is, the attachment is actually an
integrated part of the whole mail message. When you delete a message,
the attachment will therefore disappear also. With an IMAP account,
you mail server can provide the ability to download MIME-type
attachments separately. In this caes, Apple Mail stores the "partial
contents" separately (i.e., one partial file for the encoded "message
body" and another partial file for the encoded attachment).

In either case, there are two locations to look in (although this will
depend on your version of Mail and whether you are using POP or IMAP0.
One location is "Home > Library > Mail Downloads" (where decoded
attachments are stored as standard double-clickable files) and also
"Home > Library > Mail > [acct folder] > Message > [...emlxparts]"
(where the unencoded versions are stored).

I can't remember how "Delete unedited downloads" works. You may find
the decoded attachments have been deleted from "Mail Downloads" but
still exist in original encoded form inside "Mail > [acct folder] >
Message".
