More than likely this is a permissions problem. Which is why it appears for some users probably with less access. So this would be a good starting point to check. If the permissions are fine, you can try the lower two workarounds. I've found that the first one is sometimes needed.
If you append .app to the Indesign2 this may sort out the problem or for an odd workaround: "get info" on indesign2 (apple + i) and tell the application to open using itself if that will work. I suspect adding .app to Indesign will work.
