What do you mean "put Feathering on 1 pixel"?? Don't you want zero pixels??

Depending on how you have your workspace laid out, you probably have
an options toolbar somewhere on your screen (e.g., across the top,
just under the menubar). If so, set feathering to zero, turn
anti-aliasing off, and set style to 'Normal'. Does that resolve it? If
not, check under the presets menu (far left of the options toolbar) to
see if there is somethere that explains what is happening to you.

What do you mean? Do you mean that there are no "Units and Rulers"
preferences? I guess that is a real Windows issue since the Mac
version certainly does have a "Units and Rulers" preference panel.
Maybe search Photoshop's Help to determine where the options are
hidden. OR do you mean that the rulers do not appear around the edge
of the window? In the Mac version, that is part of the View menu
(Command-R), not part of the preference panel.
