What this simply means is that that capability of multiple burning sessions is provided by the DVD+R protocols, but you are still dependent on the software you use to make that happen. For example, if you create a Burn Folder in the Finder, copy some items to it, and then burn that folder to a DVD+R disc, the disc WILL BE FINALISED. There is no way to tell Finder to burn in sessions. On the other hand, if you create an editable Disk Image using Disk Utility, you do have an option to leave the image re-writeable once burnt the first time, but this is not a straightforward procedure. It requires some care. Bear in mind also that an unfinalised DVD may not be useable in other devices until it has been finalised. By far the easiest way to deal with multi-sessions burns is to use software which is designed for the purpose, the best example of course being Roxio's Toast. There are other reasonable shareware titles available as well. Just be aware that just because DVD+R allows the disc to be recorded multiple times, there is no guarantee that this will be the case following a standard burn session.
