Basically you should be able to open an .xml file in any text editor or popular web-editer, as xml is a text file.
TextWrangler is a freeware editor that supports XML syntax colours (www.barebones.com) or BBEdit (also barebones - commercial) or Oxygen XML Author (commercial) And if you have something like Adobe Dreamweaver that will open it as well and support syntax colouring.
