Hi Hugh I used my iPad on a visit to the UK last year. I called in at an O2 store (their equivalent of Telstra) and purchased a "pay as you go" data sim for the iPad. The sim was activated via the iPad with no connection to computer required. The staff at the store were very helpful and the process was simple. The O2 account was wholly managed via the iPad. O2 coverage was excellent throughout the UK.
Unfortunately I don't have any experience of iPad data sim usage in other parts of Europe.
