Did you remember in Step 10.  To:

"Go back to the original song and uncheck those “Start Time” and “End Time” 
boxes"?
If you don't your duplicate it will revert to 0:00

I just created a test Ringtone in iTunes 10.7 OS X 10.8.2 following the same 
instructions.
The same instructions will work in iTunes 10.6.3
