Mountain Lion has removed the "Preview" button in favour of a single "PDF" popup menu. The first item in this menu is "Open PDF in Preview". It's the same thing as clicking the "Preview" in older versions. Note that not all software obeys the rules. Some older software which has not been fully optimised for Mountain Lion will still display the "Preview" button in the Print dialog.

I invariably switch back to a mouse for this work. On the other hand, I find the superior gestures available on the Trackpad mean that it comes into its own for tasks such as web browsing and email. Right tool for the job, that sort of thing...
