Graphic Converter (about $70 shareware) allows you to set and inspect comments but I am not sure what other programs have this capability. We do not use iPhoto so I do not know if it does. If you wanted to put text on the actual image then almost any graphics program (for example Photoshop or Graphic Converter) will do this.
