Hi Susan. I have bought the TomTom app for Australia ($75) and also USA/Canada ($75) for use on the iPhone (there is also the TomTom Western Europe app (covers UK) I can see for $60 today). While having a SIM provides additional location information for navigating, the iPhone GPS alone will still locate you and permit navigation on the preloaded maps contained in the app.
Certainly the iPad screen size would be better and having a SIM would be essential (as no gps). Not sure if you have an iPhone but if you do, then going the TomTom route allows the driver to windscreen mount the iPhone, turned horizontal makes a great navigation unit as opposed to buying an additional bespoke 'Garmin like' device. Must be sure to connect power as pretty battery hungry. If you do buy the TomTom apps, then you buy once and can get on both iPhone and iPad assuming the same AppleID. Just an alternative there for you or even additional to your proposed navigation solution.
