For information and comment - - -. My iPad2 (iOS 7.1) was behaving badly. I had selected the Mail app just before the problems started. My re-booting experience was similar to the recent issue from Severin Crisp about Lost emails: Coincidence?
My experience: The iPad screen froze. Rebooting (home and power buttons held simultaneously until apple logo displays) did not fix it. I did not get the red “power off” slider in this sequence. (Is this significant?) 'Slide to unlock’ did not work. Touching the screen placed a rectangle around the item, and each item can be selected but has no function. If I use the magnetic cover to unlock the device, the application icons on the page display but do not operate: a rectangle displays around the icon I touch but otherwise screen is frozen, and I can’t change pages. Voiceover suddenly started working and remained on even after rebooting. Noted that Severin had similar results to this point, but I never noted a final thread entry to say his issue was resolved. iPad operations came good after Restoring from the computer iTunes backup. (iCloud is not used.) Another comment that may help future analysis if other people have iPad - Mail problems: I had moved out of my normal WiFi base range to another pre-approved base. Used Safari OK, then attempted to open Mail. No go, and no other app would open, so rebooted (without success).
