Do you have Audio on in the Kindle App settings? I don't have Kindle App on my iPad, but if you are in the Kindle App - Tap the house icon, then tap the gear shaped icon which opens your settings. You might need to tap 'other'
Perhaps you need to have VoiceOver activated in the iPad Settings?
