Assuming that your Time Machine is up-to-date, and that it is still in good nick, ie, not corrupted by the damaged Mojave installation, you should be able to re-start your Mac using Shift-Option-⌘-R. This will install the MacOS that originally came with your Mac, or the closest version still available. You should then be able to use Migration Assistant to restore your Mac by recovering from your Time Machine. This could well be a lengthy process, and your OS may be updated several times before it gets underway, so you have to be sure that you can be around to answer the various prompts that appear while this happens, but eventually you’ll be able to walk away and leave it to its own devices until it finishes the restoration.
