Hmmm,
Are you sure you have an iPad mini 2?
To confirm this check the Model number on the back. It will be either A1489, 
A1490 or A1491
All these models are capable of updating to iOS 12.x
If the model number is either A1454 or A1455 it is the first mini and it can go 
to iOS 9.3.5

Either way an iOS update should be your first focus.
