As others have said, even the first iPad Mini 1 should be updated to IOS 9.3.5.

I can not read the micro writing on the back but the serial number identifies 
it as an IPad mini 1.  Software update on only 8.5

To confirm this check the Model number on the back. It will be either A1489, 
A1490 or A1491

All these models are capable of updating to iOS 12.x

If the model number is either A1454 or A1455 it is the first mini and it can go 
to iOS 9.3.5

 

Either way an iOS update should be your first focus.

Try: Reset Network Settings
Settings > General > Reset > Reset Network Settings. 
This will not erase any apps or media but will erase Wi-Fi passwords.
