I just tried it here Alan. I opened an existing .jpg image and put a white 
border around it using the Markup tools, just as you have. You don’t describe 
the process you used to save your file, but I exported mine back as a .jpg 
file, rather than just saving it. The border was still there when I opened it 
the exported version.
