Hi Peter Thank you for testing the process. Unfortunately I still cannot save a bordered jpeg image from Preview. No difference between exporting and saving (or both).
By using the Photos app edit and markup function I could create, save, and export a jpeg file with a border, so I could complete my little project. Using Markup in Preview I can insert shapes, text and whatever - and simply save the file. The markup is retained when the file is re-opened. It is just the Borders feature that doesn’t save. I tested it on three Macs - my normal 2019 5K iMac and a 2014 Mac Mini (both with Mojave) and a 2009 iMac with High Sierra. The 2009 iMac displayed another problem with the autosave function, giving me another job for my spare time.
