Each to their own of course but, personally, I prefer to keep TM for use on a 
file/folder basis to find old versions, restore a file I stuff-up (or lose) etc 
and prefer to use clones to deal at the disk level.

In your case, I would probably clone the 2016 MBP to an external drive (so 
cheap now if you don't have a spare lying around) and then connect that drive 
to the new machine (using the USB-c to USB-A cable).

Then just use migration assistant as if it was the old computer you were 
connected to.

    Last week, JB-HI were advertising a range of USB-C mutilport dongles, which 
are pretty much essential for a computer with nothing but USB-C ports. They’re 
not the cheapest thing in the world but are a worthwhile investment until the 
rest of the world catches up with USB-C devices.
    
    In the meantime, I’d say that the TM restore might be your best option. You 
could also consider restoring across an Airport wireless network connection, 
but you need to be able to guarantee constancy of connection, so I’d  always 
leave that as a last resort.
