My only suggestion is:

   If you’re logging with Safari, go to Safari > Settings > Passwords and
   find the entry for your iCloud login. You can’t edit it, so delete it
   using the — symbol at the botton of the passwords list. Close the
   window and try logging in again. This time Keychain will ask again if
   you want to save your login and password. Say OK and move on. Hopefully
   this will fix the problem. Please note this will not necessarily work
   for other browsers because they won’t work the same way with Keychain.
