For a start, you don’t need to be held back by Photoshop. Your computer can be upgraded to Catalina, and then you can replace Photoshop with the new Affinity Studio ([1]https://www.affinity.studio/). This incredible software release contains the equivalent of Photoshop, Illustrator and Indesign, all rolled into one, and is completely free. It was just released last month and is taking the design world by storm. Can’t help you with Dreamweaver though. I haven’t been in that game for many years.
