#110: [AI] priority for building oil derrick too high

 At the beginning of a multiplayer game with locked teams (eg 2 cpu in the
 same team) the cpu players want to build every oil derrick possible.

 For example we played the map 8-Ziggurat. The cpus first build the power
 generator, then the 4 oil derrick in their area. But after this, they want
 to have also the other oil fields of their team partners. So they drive
 all the way to see that the other cpu was faster and drive back.
 In this time their bases are often already destroyed.

 Is it posible to "teach" the cpu only taking the oil fields near to its
 base or first building up the base and then go away from it for oil
 fields?
