#1550: Scavengers in 2.3 are inactive

The scavenger script is not running in 2.3 branch. It has been this way
since 2.3 branch was created after merging with the new netcode, and the
removal of the "campaign" mode. It has been fixed in trunk by rewriting
the script loading code. It may be possible to fix it in 2.3 by
selectively backporting some of these fixes.
I do not consider it a blocking bug for the release of 2.3
