#1613: Command Turret not available upon game reload

I saved right before stage Alpha 9 and played with the newly found command
turret.
After quitting, and playing a different day, my saved game right before
the start of the mission doesn't have the Command Turret technology
available to research any more. I can't find it, and I can't access a
technology that I was supposed to have, and have had to play without it.
Is this a bug, did I miss something, or is something else wrong?
