#1677: Tank killer rocket tanks do not fire reliably

Quite often, vehicles armed with tank killers don't fire when told to
attack, despite being in range. See the savegame file I uploaded with
ticket 1676 where I have several tank killer vehicles. One can try firing
at the neutral buildings or the two hover vehicles in the centre to
reproduce the bug.
