Victory is not triggered when your opponent has some half-built factories
left, even though they obviously don't give him any extra chances to win.
Here is a savegame that should be already won, but it's over only when you
destroy this unfinished cyborg factory. You can use cheats to see that
there are no other units or factories controlled by the white here.
