#1961: Different number of units built depending on machine speed

We ran the following test with 4 people with the following machines:
1) Phenom 2 965, 4GB RAM, 18Mb down/ 2Mb up
Ubuntu 10.04
Warzone 2100 2.3.0 from playdeb.net
2) AMD 64 X2 5200+, 2GB RAM, 20Mb down/ 4Mb up
Ubuntu 10.04
Warzone 2100 2.3.0 from playdeb.net
3) AMD 64 X2 4000+, 2GB RAM, 9.5Mb down/ 2 Mb up
Ubuntu 9.04
Warzone 2100 2.3.0 from SVN
4) Pentium M 1.66GHz, 512MB RAM, 3Mb down/ 0.42Mb up

Everyone built 3 factories with 3 factory modules and designed a half-
track cobra twin-machine gun (we started at tech level 3).
We all clicked infinite build on each factory at the same time.
After a while we had the following number of units each:
1) 65
2) 65
3) 61
4) 46
After letting it run for more time we ended with the following numbers:
1) 86
2) 86
3) 79
4) 60
The problem here is that the slower machine is disadvantaged in building
units (and I'm guessing researching and everything else).
